S.B. 501 Summary

• Requires state facilities with areas of 10,000 square feet or larger (excluding Aloha Stadium) to implement cost-effective energy efficiency measures, with deadlines of January 1, 2023 for facilities not improved since 2010 and January 1, 2025 for all other facilities.

• Directs the Hawaii State Energy Office to collect utility bill and energy usage data monthly from all state-owned facilities and make this information publicly available.

• Allows agencies performing energy efficiency retrofitting to continue receiving budget appropriations for energy expenditures that account for costs and debt service related to implementation and management of energy efficiency measures.

• Requires new state building construction designed on or after July 1, 2021 to maximize energy and water efficiency, maximize energy generation potential, and use building materials that reduce carbon footprint, where feasible and cost-effective.
