Requires the Department of Education to establish and administer an ocean safety and stewardship education program for all fourth grade public school students.

Program shall be conducted at each elementary public school, beach, or another appropriate location.

Department of Education may allow schools with comparable water safety programs or those conducting training at a different grade level to opt out of the requirement.

Department of Education may consult or contract with private organizations or instructors to implement the program.

Department of Education must implement the program within 180 days of the effective date; Act takes effect January 1, 2050.
