Requires the state board for career and technical education to annually review statewide data collection processes, reporting requirements, and business rules related to student attainment of industry-recognized credentials, effective July 1, 2022.

Mandates the state board to provide an annual report to the governor and legislature on students' attainment of industry-recognized credentials, published digitally and made available to students, families, educational institutions, employers, and community members.

Requires all state data collection processes to support collection of student-level data disaggregated by Hawaii's population, including specific disaggregation for Native Hawaiians and Pacific Islanders.

Integrates career and technical education data into the statewide longitudinal data system to analyze cross-agency education and workforce outcomes for students in educational courses, training programs, career programs, and state-supported workforce training programs.

Amends the statewide longitudinal data system governance structure to require relevant state agencies to collectively govern the system and determine data-sharing protocols, removing the prior requirement for a quarterly data governance and access committee.
