Establishes a child care center pilot program operated by the Department of Accounting and General Services with two centers on Oahu: one in or near the state capitol building and one in Kapolei.

Defines eligible children as those with a parent, grandparent, aunt, uncle, or legal guardian who is a state employee, and allows centers to serve non-state employee children if space is available.

Requires child care centers to provide full-time weekday care beginning at least 30 minutes before the regular work day and ending no earlier than 30 minutes after the work day ends.

Appropriates $500,000 for fiscal year 2021-2022 and $500,000 for fiscal year 2022-2023 for program establishment and operation.

Pilot program takes effect July 1, 2021 and is repealed on June 30, 2026.
