Amends Hawaii Revised Statutes Section 11-391(a) to require political advertisements to include the name and address of the candidate, candidate committee, noncandidate committee, or person paying for the advertisement.

Requires printed and electronic political advertisements to display a prominent notice on each odd-numbered page stating either that the advertisement has been approved by the candidate or that it has not been approved by the candidate.

Exempts advertisements paid for by a candidate, candidate committee, or ballot issue committee from the candidate-approval notice requirement.

Maintains existing prohibition on political advertisements containing false information about the time, date, place, or means of voting.

Takes effect upon approval.
