Amends Hawaii Revised Statutes Section 11-107 to separate the rules for general voters requesting replacement ballots from voters with special needs.

General voters may request electronic ballot transmission only if their ballot package is not received by the fifth day before the election or they need a replacement ballot within five days of the election.

Voters with special needs may request electronic ballot transmission at any time and are not required to sign a waiver of the right to secrecy when receiving ballots electronically.

Allows voters to return completed ballots by electronic transmission, mail, personal delivery to a ballot deposit location, or personal delivery to a voter service center by the specified deadlines on election day.

Effective date is May 1, 2029.
