Clarifies that "program or activity receiving state financial assistance" includes programs receiving both federal and state financial assistance under Hawaii Revised Statutes Section 368-1.5

Removes the word "solely" from Section 368-1.5(a) to expand disability discrimination protections to apply regardless of whether federal Rehabilitation Act protections are also available

Excludes cases within the scope of the Individuals with Disabilities Education Act (P.L. 101-476, as amended) from the Hawaii Civil Rights Commission's jurisdiction to avoid duplication of services and appeals processes

Updates gender-specific language in Section 368-1.5 from "his or her" to "the individual's" for gender-neutral phrasing

Takes effect July 1, 2022
