Amends the definition of "beer" in Hawaii Revised Statutes Section 244D-1 to require a minimum alcohol content of 0.5 percent by volume and to include alcoholic seltzer beverages as a category of beer.

Expands the definition of beer to include beverages made from grain of any kind, bran, glucose, sugar, or molasses, not limited to traditional malt and barley ingredients.

Amends the definition of "beer" in Hawaii Revised Statutes Section 281-1 with the same alcohol content minimum of 0.5 percent by volume and broader ingredient specifications.

Maintains existing exclusions for sake (Japanese rice wine) and cooler beverages from the definition of beer.

Takes effect on January 1, 2022.
