Establishes director of transportation authority to supervise and certify vehicle safety inspectors, including setting minimum standards, administering examinations, issuing certificates, monitoring activities, and investigating improper inspection conduct.

Sets inspector certificates to expire four years from issuance date unless revoked or suspended by the director, with recertification following the initial certification application process.

Makes section 286-85 (reconstructed vehicle inspection and certification requirements) inoperative from January 1, 2022 through July 31, 2025, suspending the mandate that reconstructed vehicles obtain special inspection certification during this period.

Removes language from section 286-42 referencing reconstructed vehicle inspection approvals in relation to registration and title certificate markings.

Requires the department of transportation to submit a report on effects of repealing section 286-85 to the legislature no later than twenty days before the 2025 regular session to determine if the repeal should become permanent.
