Amends Hawaii Revised Statutes Section 195D-21 to require habitat conservation plans to include an agreement for participants to maintain an annual service contract with a stand-by and response facility providing emergency medical and rehabilitation services to native wildlife affected by plan activities.

Adds a new subsection (G) to the habitat conservation plan requirements, making the wildlife emergency services contract a mandatory component of all approved plans.

Renumbers subsequent subsections from (G) and (H) to (H) and (I) to accommodate the new requirement.

Takes effect on July 1, 2021.
