Prohibits commercial shark tour operators from operating without first obtaining a permit from the Department of Land and Natural Resources.

Requires the department to adopt rules regulating shark tour operations including maximum annual permits, designated operating sites, and permit renewal requirements.

Mandates tour guide training in advanced first aid, aquatic rescue, and shark biology and ecology through the University of Hawaii's Hawaii Institute of Marine Biology or equivalent program.

Requires operators to maintain at least one employee on the vessel at all times and provide proof of insurance that indemnifies the State against claims from shark tour operations.

Takes effect on January 1, 2022.
