SB583 Summary

• Amends Section 26-6, Hawaii Revised Statutes to require the Department of Accounting and General Services to review all expenditures out of funds in the state treasury as part of its oversight responsibilities.

• Legislature finds that approximately $483,600,000 in excess moneys across fifty-seven special and revolving funds was available for transfer without adversely affecting supported programs, as revealed in State Auditor Report No. 20-08 (May 20, 2020).

• Expands department duties from preauditing and after-the-fact audits to include explicit oversight of all state agency expenditures through preaudit, after-the-fact audits, and comprehensive expenditure review.

• Takes effect upon approval.
