Establishes a pilot program for digital identification administered by the Department of Transportation's examiner of drivers for each county.

Requires the director to assess existing infrastructure, upgrade systems, and acquire or develop a mobile application displaying digital identification for drivers' licenses and civil identification cards.

Mobile application must include authentication and verification processes for wireless devices and function without requiring cellular or wireless connectivity.

Directs deployment of the application at no cost to focus groups for testing and evaluation, including a law enforcement version for field testing.

Digital identification is excluded from use as valid proof under the REAL ID Act of 2005; pilot program expires June 30, 2022, with findings and recommendations due to the legislature by twenty days before the 2022 regular session.
