Establishes a minimum wage commission within the Department of Labor and Industrial Relations to review and recommend annual minimum wage increases.

Commission membership includes the Director of Labor and Industrial Relations, Director of Human Services, two members appointed by the Governor, two by the Senate President, two by the House Speaker, and three additional representatives appointed by the Governor from relevant organizations.

Commission shall submit recommendations for minimum wage increases by the twentieth legislative day of each regular session beginning in 2022, with recommended effective dates no earlier than the following legislative session adjournment.

Recommended wage increases automatically take effect unless the legislature disapproves them by concurrent resolution prior to adjournment of the session in which the recommendation was submitted.

Appropriates funds from general revenues for fiscal years 2021-2022 and 2022-2023 to administer the commission (specific amount not filled in bill text).
