Authorizes the director of finance to issue special number plates commemorating the Polynesian Voyaging Society to Hawaii resident motor vehicle owners upon application and payment of required fees.

Requires the director of finance of Honolulu, in consultation with other county directors, police chiefs, and the Polynesian Voyaging Society board, to establish a plate design that identifies the society and meets standard plate requirements without obscuring required information.

Prohibits plate designs from infringing on trademarks, displaying obscene or degrading content, advertising commercial products, promoting religious beliefs, or promoting philosophies based on prejudice or contrary to civil rights laws.

Charges special number plate fees covering the county's production and administrative costs plus a fundraising fee determined by the director of finance in consultation with the Polynesian Voyaging Society board.

Deposits fundraising fee revenue in a separate account for the Polynesian Voyaging Society and allows the director to revoke all special plates if fewer than 150 are registered within three years of issuance.
