Prohibits roofing contractors from advertising or promising to pay or rebate property or casualty insurance deductibles to induce homeowners to purchase roofing services.

Allows insured homeowners to rescind contracts with roofing contractors within a specified business day period after receiving notice from their insurer that a claim or contract is not a covered loss.

Requires roofing contractors to provide homeowners with written notice of rescission rights in 10-point bold font and deliver a detachable "NOTICE OF RESCISSION" form prior to contract execution.

Mandates roofing contractors return all payments, deposits, and evidence of indebtedness within 10 business days of rescission, except for reasonable compensation for emergency services already performed.

Prohibits roofing contractors from representing or negotiating insurance claims on behalf of insureds and designates violations as unfair methods of competition and unfair or deceptive acts subject to chapters 480 and 481B; effective January 1, 2050.
