Removes the 2022 construction completion deadline for the Leialii affordable housing project in Lahaina, Maui, which was previously imposed by Act 98 (2019).

Eliminates the requirement that the project must obtain land use entitlements by April 30, 2020, or return the $37,000,000 appropriation to the rental housing revolving fund.

Allows the Hawaii Housing Finance and Development Corporation to address historic preservation requirements under chapter 6E, Hawaii Revised Statutes, as funding is appropriated for each portion of the Leialii project.

Maintains the $37,000,000 appropriation from the rental housing revolving fund for the Keawe Street Apartments affordable housing project, which is part of the larger Leialii master planned community.

Effective date: July 1, 2050.
