Exempts groceries eligible for purchase under the Supplemental Nutrition Assistance Program (SNAP) and Special Supplemental Nutrition Program for Women, Infants, and Children (WIC) from Hawaii's general excise tax, regardless of how the purchaser pays or their program eligibility status.

Exempts nonprescription drugs from Hawaii's general excise tax, defined as packaged or bottled medicines that may be legally sold without a practitioner's order.

Defines "groceries" as food or food products for home consumption, with the Department of Health authorized to further define the term through rules in consultation with the federal Food and Nutrition Service.

Takes effect on January 1, 2022.
