Removes the June 30, 2021 sunset repeal date for Chapter 465D (behavior analysts licensing) from Hawaii Revised Statutes Section 26H-4, making the regulation of behavior analysts permanent.

Recognizes that over 300 licenses for behavior analysts and over 1,000 licenses for registered behavioral technicians have been issued since Act 199 was established in 2015, serving thousands of individuals requiring autism treatment.

Continues regulation of behavior analysts to protect public health, safety, and welfare while acknowledging that current licensee numbers remain insufficient to meet treatment demands.

Takes effect on June 29, 2021, one day before the original scheduled repeal date.
