Repeals the requirement that at least 50% of physician workforce assessment fees deposited into the John A. Burns School of Medicine special fund be used for purposes identified by the Hawaii Medical Education Council.

Repeals the annual expenditure cap of $245,000 from the John A. Burns School of Medicine special fund.

Authorizes the special fund to provide loan repayment assistance to physicians who commit to working in medically underserved areas of Hawaii as part of the health care provider loan repayment program.

Authorizes the special fund to provide scholarships to qualifying medical students as determined by the John A. Burns School of Medicine.

Takes effect July 1, 2050.
