SB619 Summary

• Adds definitions to Chapter 704 of Hawaii Revised Statutes specifying "advanced practice registered nurse," "qualified advanced practice registered nurse," "licensed psychologist," and "qualified physician" for criminal proceedings.

• Allows advanced practice registered nurses with prescriptive authority and psychiatric specialization certification to serve as examiners in fitness to proceed evaluations in criminal cases.

• Permits advanced practice registered nurses to be appointed as examiners in nonfelony cases, as one of three examiners in felony cases, and in insanity defense evaluations under sections 704-404, 704-406, 704-407.5, 704-411, and 704-414.

• Removes outdated definitional language from multiple sections of Chapter 704 that previously appeared only in individual statutes, consolidating definitions to the new section.

• Takes effect July 1, 2050.
