S.B. 625 Summary

• Amends Hawaii Revised Statutes Section 103D-302 to allow construction contract bidders to submit their final list of joint contractors and subcontractors no later than five days after the bid submission deadline, rather than requiring the list to be included in the original bid.

• Permits construction bids that do not comply with the five-day submission requirement to be accepted if the value of work by non-listed joint contractors or subcontractors equals one percent or less of the total bid amount and acceptance is in the State's best interest.

• Maintains all existing statutory requirements that subcontractors used on public works projects must be properly licensed under Chapter 444, Hawaii Revised Statutes.

• Aims to reduce bid protests and project delays caused by inadvertent subcontractor listing errors and licensing issues that arise from complex contractor licensing requirements and time constraints.

• Takes effect upon approval.
