• Adds definition of "restricted access area" as a designated secure area within medical cannabis retail dispensaries where products are dispensed to qualifying patients, caregivers, out-of-state patients, and their caregivers.

• Expands eligibility to access restricted access areas to include primary caregivers, qualifying out-of-state patients, and caregivers of qualifying out-of-state patients, in addition to registered patients.

• Modifies security requirements for retail dispensing locations to apply specifically to restricted access areas rather than entire premises, allowing other retail activities in non-restricted areas.

• Changes violation penalties from fining per violation to fining per separate offense, with each day of violation constituting a separate offense; maintains fine range of $100-$1,000.

• Clarifies that paratransit and assistive service providers helping qualifying patients, primary caregivers, or out-of-state patients access dispensaries may be approved to enter dispensary facilities.
