Extends the deadline for counties to adopt a surcharge on state tax ordinance from March 31, 2019, to July 1, 2022.

Allows counties with populations of 500,000 or less that adopt a surcharge ordinance after December 31, 2020, to use surcharge revenues exclusively for affordable and workforce housing infrastructure for households earning up to 140% of area median income.

Permits counties that adopted ordinances prior to January 1, 2021, to use surcharge revenues for public transportation systems, ADA compliance expenses, and affordable housing infrastructure.

Establishes January 1, 2023, as the earliest levy date for counties that adopt a surcharge ordinance on or after March 31, 2019, but before July 1, 2022.

Maintains the December 31, 2030, expiration date for all county surcharges on state tax.
