Specifies that government agency maintenance or repair of disputed roads does not establish ownership or jurisdiction over those roads and cannot be used as evidence of assumption of ownership.

Authorizes the State to transfer its interest in disputed roads to counties by quitclaim deed if the county requests or requires title.

Defines "disputed public street, road, or highway" as any publicly accessible highway, road, alley, street, way, lane, bikeway, bridge, or trail where ownership and jurisdiction are disputed between the State, counties, or private parties, as determined by the Department of Transportation.

Amends Section 46-15.9 to clarify that counties may impose traffic laws and perform maintenance on disputed roads without creating presumption of county ownership.

Effective date: January 1, 2050.
