HI SB65

Allows direct shipment of beer and distilled spirits by manufacturers holding a general excise tax license and either a Hawaii Class 1, 14, or 18 manufacturing license or an out-of-state manufacturing license.

Requires holders to obtain a direct beer and distilled spirits shipper permit from the county liquor commission where the product is manufactured, with out-of-state manufacturers able to obtain permits from any Hawaii county.

Mandates shipments be labeled "CONTAINS ALCOHOL: SIGNATURE OF PERSON AGE 21 YEARS OR OLDER REQUIRED FOR DELIVERY" and require adult signature verification upon delivery.

Requires permit holders to report annual shipment volumes to county liquor commissions by January 31 each year and pay all applicable general excise and gallonage taxes.

Prohibits direct sales and shipment of beer and distilled spirits without a valid permit, with violation constituting a misdemeanor; takes effect July 1, 2021.
