Renames Route 3800, known as Kahului Airport Access Road on Maui, to "Mayor Elmer F. Cravalho Way"

Honors former Maui Mayor Elmer Franklin Cravalho (1969-1979), who was also the first speaker of the state house of representatives following statehood

Cravalho was first elected to the territorial house of representatives in 1954, became vice speaker in 1956, and speaker in 1959, maintaining the speaker position through 1967

The Kahului Airport Access Road opened less than one month after Mayor Cravalho's death on June 27, 2016, and connects Hana Highway to Lanui Loop to relieve traffic congestion

The renaming does not affect any federal or state funding for the road and takes effect July 1, 2021
