Adds a new section to Hawaii Revised Statutes Chapter 103D establishing a competitive sealed bidding method that awards contracts to the second lowest responsible and responsive bidder instead of the lowest bidder.

Allows the head of a purchasing agency to negotiate adjustments with the second lowest bidder if all bids exceed available funds and time or economic considerations prevent resolicitation of reduced scope work.

Incorporates the new "second lowest bidder" procurement method as an option (section 7) within the existing methods of source selection outlined in HRS §103D-301.

Requires the policy board to adopt rules specifying notice requirements, interim timing between publication and bid opening, and acceptable publication methods for invitations for bids.

Takes effect upon approval.
