Amends Hawaii Revised Statutes § 92F-42 to clarify that the director of the Office of Information Practices may "rule or provide guidance" when reviewing agency denials or grants of access to records, rather than only ruling.

Modifies the office's power to receive and resolve complaints regarding compliance with Hawaii's open meeting law (chapter 92) to explicitly include either determining whether a violation occurred or providing guidance on legal requirements.

Applies the expanded complaint resolution authority to complaints received under section 92-1.5, which concerns sunshine law compliance by state and county boards.

Takes effect upon approval.
