Establishes a conservation workforce special fund to receive revenues from a new green fee surcharge and appropriations for conservation programs and services.

Imposes a $20 green fee surcharge per guest (visitor or resident) at transient accommodations beginning January 1, 2022, with revenues deposited quarterly into the conservation workforce special fund.

Allocates special fund moneys for workforce programs supporting Aloha+ Challenge natural resource management targets, including increasing freshwater capacity by 100 million gallons per day, achieving 30% of marine waters under active management by 2030, implementing invasive species biosecurity plans, and increasing native threatened and endangered species management.

Allows special fund expenditures for maintenance and restoration of beaches, parks, and trails.

Repeals December 31, 2031, establishing a ten-year pilot program.
