HI SB678

Modifies the appointment process for the labor representative on the Hawaii Labor Relations Board to be selected by simple majority vote of exclusive representatives of collective bargaining units, rather than from a governor-submitted list of three nominees.

Requires the governor to nominate the labor representative within 20 days of receiving the exclusive representatives' submission, or allows the exclusive representatives to submit the nominee directly to the senate for confirmation if the governor fails to act.

Eliminates the exemption from the two-term limit for board members previously contained in section 26-34.

Establishes a removal procedure allowing a simple majority of exclusive representatives to request removal of the labor representative if the representative fails to demonstrate necessary ability to serve effectively.

Takes effect July 1, 2050.
