Adds new section to Hawaii Revised Statutes Chapter 159 establishing regulations for lessees and operators of State-owned meat processing establishments.

Limits slaughter and meat processing capacity for house-branded meat products to no more than 50 percent of total capacity at State-owned facilities.

Prohibits meat processors from holding or controlling more than 70 percent of statewide meat processing capacity unless a market study demonstrates adequate market competition.

Requires meat processors to provide slaughter and processing services without requiring customers to surrender title to their animals, and prohibits unfair, discriminatory, or deceptive practices.

Mandates annual reporting to the department on stakeholder involvement efforts and business plans, with authority to require reporting of cattle prices and market information similar to federal Livestock Mandatory Reporting Act requirements.
