Requires the department of land and natural resources and department of agriculture to meet within one year to identify non-agricultural park lands that should be rezoned as conservation district lands or remain under DLNR jurisdiction.

Mandates transfer of all remaining non-agricultural park lands currently leased and utilized for agricultural purposes from DLNR to the department of agriculture by December 31, 2023.

Requires the department of agriculture to inquire with DLNR about easements needed to access landlocked forest reserves or other DLNR assets before offering leases on transferred lands.

Establishes a recurring meeting requirement between the two departments beginning in fiscal year 2021-2022 and every fifth fiscal year thereafter to identify additional lands appropriate for transfer to the department of agriculture.

Clarifies that non-agricultural park lands are separate from and shall not be managed as agricultural park lands under the same rules.
