Extends the temporary commission on the thirteenth festival of pacific arts from June 30, 2021 to August 31, 2025 to continue planning for the festival rescheduled to 2024 due to COVID-19

Permits groups of less than a quorum of commission members to discuss official board business outside of public meetings as a permitted interaction under Hawaii Revised Statutes chapter 92

Requires the commission to hold at least one properly noticed public meeting per month where it reports on matters discussed outside of meetings

Addresses the lack of a festival contractor by allowing commission members to coordinate hands-on planning tasks including fundraising, delegation communications, volunteer organization, and logistics between regular meetings
