Designates January of each year as "Kalaupapa Month" to commemorate the history and residents of Kalaupapa on Molokai's peninsula.

Establishes the designation to serve as an annual reminder of the sacrifices and contributions of Kalaupapa residents throughout Hawaii's history, including those forcibly isolated due to leprosy beginning in 1866.

Explicitly states that Kalaupapa Month is not and shall not be construed as a state holiday.

Adds a new section to Chapter 8 of the Hawaii Revised Statutes to codify the designation.

Takes effect upon approval of the act.
