Clarifies that the Hawaii Publicity Rights Act (Chapter 482P) applies retroactively to individuals who died before the law's enactment on July 15, 2009.

Amends definitions of "deceased individual" and "deceased personality" to explicitly include those who died before the Hawaii Publicity Rights Act was enacted.

Establishes that the property right in one's name, voice, signature, and likeness is deemed to have existed before the act's enactment and continues for deceased individuals and personalities regardless of when they died.

Confirms that publicity rights exist whether or not they were commercially exploited during a person's lifetime and can be transferred through wills, trusts, contracts, or intestate succession.

Takes effect retroactive to July 15, 2009 upon approval.
