Adds a new definition of "housing" to Hawaii Revised Statutes Section 356D-1 to mean any home, house, residence, building, apartment, living quarters, or dwelling unit designed for sheltering people, unrestricted by affordability or occupant income levels.

Amends Section 356D-11(a) to authorize the Hawaii Public Housing Authority to plan, develop, construct, and finance "housing or public housing projects" (expanded from "public housing projects" only).

Expands Section 356D-11(e) to allow the authority to sponsor experimental or demonstration housing projects designed to meet the needs of the general public without regard to income levels, in addition to elders, disabled, displaced, or homeless persons.

Modifies Sections 356D-11(f), (g), and (h) to include "housing or" alongside "public housing" in provisions regarding mixed-use development rights, developer contracts, and commercial or industrial property development.

Takes effect upon approval.
