Prohibits no-knock warrants; requires officers serving any warrant to audibly declare their office and business, then wait at least 30 seconds before entering a house, store, or other building

Requires the 30-second waiting period to begin at the moment the announcement of presence is made by the officer

Mandates officers serving warrants wear an authorized uniform and use a body-worn video camera, and prohibits obscuring or concealing their office while serving the warrant

Amends existing law to apply the 30-second announcement and waiting requirement to arrests without warrant and to search warrant executions

Takes effect upon approval
