Removes psilocybin and psilocyn from Hawaii's Schedule I controlled substances list.

Requires the Department of Health to establish designated treatment centers for the therapeutic administration of psilocybin and psilocyn.

Requires the Department of Health to adopt rules in accordance with Chapter 91 to implement the treatment center requirements.

Establishes a psilocybin review panel consisting of the governor, directors of health and public safety, and relevant legislative committee chairs to assess the effects of this Act.

Review panel must submit reports to the legislature before regular sessions in 2022, 2023, 2024, 2025, and 2026, and shall cease to exist on July 1, 2026.
