Requires each county police department to submit annual reports to the legislature by January 31 covering police stops, uses of force, and arrests from the prior calendar year.

Police stop reports must include date, location, time, duration, reason for stop, search details, citations issued, arrests made, demographic information (gender, race, ethnicity, date of birth), and whether force was used.

Arrest reports must include case number, date, time, arrestee demographics, charged offense, arrest location, complainant and officer information, and case disposition.

Use of force reports must include total incidents and types of force used, number of officers and persons involved, civilian complaints about excessive force, arrest information if applicable, and demographic data for all parties involved.

Police departments must post annual reports on their websites and retain records for at least 18 months after submission or in accordance with department retention policy, whichever is longer.
