Requires all car rental companies in Hawaii to include a voluntary contribution option in rental agreements allowing customers to donate to the Department of Land and Natural Resources for environmental protection.

Rental company contributions must be conspicuously displayed in rental agreements with language clearly stating the contribution is voluntary and does not affect the rental agreement; the Department of Land and Natural Resources shall develop and approve the option language.

Collected contributions are split 50% to the Conservation and Resources Enforcement Special Fund and 50% to the Land Conservation Fund, with deposits made at the end of each fiscal year.

Rental companies must maintain records of all contributions collected and provide receipts to customers who elect to contribute.

The Department of Land and Natural Resources shall adopt rules by July 1, 2022 to implement the program, with the Act taking effect July 1, 2050.
