Requires the board of education to prioritize superintendent candidates with minimum of 10 years of employment in the department of education, with at least 5 of those years in the position of teacher, principal, or higher.

Establishes a desired qualification for superintendent candidates: a working understanding of Hawaii's tri-level systems of educational administration (State, complex area, and school levels).

Defines "tri-level systems of educational administration" as the systems of administration at the State, complex area, and school levels.

Takes effect on July 1, 2050.
