• Requires the Department of Accounting and General Services to develop and implement an enhanced security plan for Hawaii's state capitol and surrounding grounds addressing crowd management, weapons screening, vehicular access restrictions, and long-term infrastructure improvements.

• Enhanced security plan must include safe management of crowds in the capitol rotunda, visitor screening for weapons while preserving public access, relocation of public parking from underground garage, prevention of unauthorized vehicular access to capitol grounds, and preservation of historic character and viewplanes.

• Long-term plan calls for construction of a secured underground public parking facility and above-ground mall between Beretania Street, Punchbowl Street, and Washington Place, replacing the current Department of Health structure.

• Amends the State Capitol Management Committee composition to add the state historic preservation officer as a member and establishes co-chair leadership shared by one House and one Senate member instead of single elected chairperson.

• Requires annual reporting by the Department of Accounting and General Services to the legislature regarding progress on security plan implementation, effective July 1, 2050.
