Amends Hawaii Revised Statutes Section 286-240 to add permanent disqualification from driving a commercial motor vehicle for life without possibility of reinstatement for any person convicted of a felony involving severe forms of trafficking in persons.

Defines "severe forms of trafficking in persons" to include sex trafficking involving force, fraud, coercion, or minors; recruitment or transportation of persons for commercial sex acts; and labor trafficking through force, fraud, coercion, involuntary servitude, peonage, debt bondage, or slavery.

Brings Hawaii into compliance with federal regulations under the Federal Motor Carrier Safety Administration amendments to 49 Code of Federal Regulations parts 383 and 384 effective September 23, 2019, as required by the No Human Trafficking on Our Roads Act, P.L. 115-106.

State was required to come into substantial compliance with the federal regulations within three years of the September 23, 2019 effective date or face penalties.

Takes effect upon approval.
