Legalizes personal use of cannabis in amounts not exceeding 30 grams for persons 21 years and older, effective upon passage but with implementation no later than July 1, 2021.

Permits home cultivation of up to 6 cannabis plants (with no more than 3 mature flowering plants) in an enclosed, locked space for personal use without criminal penalty.

Establishes a licensing system administered by the Department of Taxation for cannabis cultivation facilities, product manufacturing facilities, testing facilities, and retail stores; application fees capped at $5,000 (adjusted annually for inflation) with licenses issued within 90 days.

Requires cannabis products to be sold in generic packaging with black lettering only and prohibits cannabis advertising near youth-centered areas including parks, schools, and public transit stations.

Removes marijuana from Hawaii's list of hallucinogenic substances under HRS § 329-14(d) and exempts personal use and licensed cannabis activities from criminal prosecution under chapters 712 and related drug offense statutes.
