Establishes the rental car modernization task force within the Hawaii Department of Transportation to plan the transition to 100 percent zero-emission rental vehicle fleets by 2035.

Task force membership includes the transportation director (chair), Hawaii tourism authority president, state energy officer, sustainability coordinator, two legislative appointees, and representatives from rental car industry, automobile manufacturing, hotels, and utilities.

Task force must develop a plan analyzing feasibility of installing electric vehicle charging infrastructure at airports, hotels, and other destinations, including analysis of accommodating chargers in airport parking structures.

Task force must submit preliminary findings and recommendations to the legislature by December 1, 2021, and a final report by December 1, 2022; task force dissolves May 31, 2023.

Act takes effect January 1, 2050.
