• Establishes statewide regulation of transportation network companies (TNCs) through a new permit requirement issued by the Department of Transportation with an annual fee of up to $25,000.

• Requires TNCs to provide transparent fare information to riders before confirming rides, display driver photos and vehicle license plates, and provide electronic receipts with trip details.

• Sets driver eligibility requirements including background checks, driving history review, and prohibitions on drivers with felonies within 7 years, more than 3 moving violations in 3 years, sex offender registry status, or under age 19.

• Establishes that TNC drivers are independent contractors (not employees) if the company does not prescribe work hours, restrict use of competitors' platforms, or prohibit other occupations, and if both parties agree in writing.

• Requires TNCs to maintain non-discrimination policies based on destination, race, color, national origin, religion, sex, disability, age, sexual orientation, and gender identity, and prohibits additional charges for serving persons with disabilities.
