Establishes that theft of a bicycle constitutes theft in the second degree, a class C felony, regardless of the bicycle's value.

Adds definitions of "bicycle" (referencing section 291C-1) and "toy bicycle" (devices with seat height not exceeding 25 inches or nonmotorized scooters) to Hawaii Revised Statutes section 708-800.

Amends section 708-831 to add bicycle theft as a new subsection (f) under the offense of theft in the second degree.

Takes effect upon approval; does not affect rights, duties, penalties, or proceedings that occurred before the effective date.
