Authorizes the issuance of special environmental conservation-themed license plates for Hawaii resident motor vehicle owners who complete application and pay required fees.

Requires the Honolulu Director of Finance to establish plate designs in consultation with other county directors, police chiefs, and the Board of Land and Natural Resources that highlight Hawaii's environment and native species.

Sets special number plate fees to cover county costs plus an additional fundraising fee established by the Department of Land and Natural Resources, with proceeds deposited into the Conservation and Resources Enforcement Special Fund.

Increases initial application and renewal fees for existing special number plates from $25 to $60, effective January 1, 2022.

Allows the Director of Finance to revoke the special environmental plates if fewer than 150 motor vehicle owners register for them within three years of initial issuance.
