• Removes requirement that selection criteria for professional services procurement be ranked in descending order of importance, allowing committees to weigh criteria based on relevance to their specific agency and project needs.

• Requires the state procurement office to establish and maintain a past performance database for state contractors by December 31, 2022, including project details, timely completion status, budget information, and cost variances.

• Allows bidders on public works construction projects up to 24 hours after the bid deadline to clarify or correct non-material or technical issues with subcontractor listings, while prohibiting additions or substitutions.

• Requires construction bids to be publicly opened no sooner than 24 hours after the submission deadline to provide time for subcontractor listing corrections.

• Effective July 1, 2112, except Part III (vendor performance database) takes effect December 31, 2022.
